The various Fate series mostly involved a bunch of fucked up mages summoning historical figures like Pokémon and making them battle. There's literally dozens of spinoffs and different stories at this point, and somehow Waver shows up in more series than practically any other character. Am I going to give him memories from, like, all of them? Yeah. Yes.

15 Second Summary
Waver Velvet was born into a relatively new family of magi (like "new money" but with magic). Unfortunately, since magical aptitude is decided by lineage, Waver's raw ability as a magus was destined to always be mediocre. Waver decided he wasn't going to let that stop him, and buried himself in study at the Clock Tower, determined to be a great magus anyway but very much getting in over his head due to his pride. He stole a magical artifact from his teacher, ran off to Japan to join a dangerous war with magic and gods, somehow got out of it alive, and fell in love with the magical heroic summoning of Alexander the Great that was his Servant. He's spent the rest of his life in a mild state of chaos—somehow becoming one of the most wildly respected professors and magi at the Clock Tower for his ability to teach his students and solve magical mysteries— but never content with his own magical abilities. And still absolutely 100% hung up on living his life in a way that'll make him feel like he can be proud to meet Alexander again one day.

Waver is for the most part a normal human—and also a magus (a practitioner of magecraft), so anybody that can sense magic can pick that up. He's just, like, not super strong—he has a very limited number of magic circuits. Basically, dude's MP is super low, even if he's really, really good at knowing what to do with it.

Feel free to pick up that he's a mage, and a fairly weak one. He has a moderate amount of psychic or magical resistance. He's receptive to telepathic communication.
